Optimal use of donations
The public establishment guarantees the proper use of donations to the collecting bodies and donors.
IRREPROACHABLE
- The Public Establishment respects the legal and regulatory frameworks concerning the contracting authority for a historic monument. It carries out the call for tenders and makes the necessary contracts, in keeping with the Code for Public Commissions and the Heritage Code.
- The audit and investments committee: analyses the economic and financial situation of the Public Establishment and makes recommendations.
- Ad Hoc Committee: the Public Establishment reports to this committee comprising presidents of the culture and finance commissions of the French Parliament and the first president of the Cour des Comptes.
IDENTIFIED AND TRACEABLE
- The donations accruing from the national subscription are centralised within the Public Establishment.
Three accounting process are implemented by the Public Establishment: general, budgetary and analytical, making it possible to track each item of expenditure, and to report on the complete cost of each activity.
TRANSPARENT
- Donors’ committee: an arena for dialogue between the collecting foundations and the donors, it is used to provide information about the progress of the work and the use of gifts.
- Report on the funds collected: annual publication in accordance with the law of 29 July 2019.
ENLIGHTENED
- Scientific and technical control of the Ministry of Culture.
- Scientific council: under the authority of the president of the Public Establishment, it is consulted on conservation and restoration studies and operations concerning the cathedral.
